Muscatine man charged with DUI after Warren Co. crash

A Muscatine, Iowa, man is facing a DUI and traffic offenses in Warren County, following a crash on Saturday.

The Illinois State Police say that at around 5:05 p.m., 65-year-old Michael A. Payne was traveling south on Harding Street in Kirkwood at a high rate of speed when he crossed the inclined roadway at a railroad crossing, leaving the ground with all four wheels.

A release from ISP says that the vehicle landed on Harding Street and ran off the west side of the road, striking a ditch embankment before coming to rest in the yard of a residence.

Payne was reportedly transported to OSF Holy Family Medical Center in Monmouth with unknown injuries.

He is being charged with Aggravated DUI, Driving Under the Influence of Alcohol, Reckless Driving, Driving While License Revoked, Failure to Reduce Speed to Avoid a Crash, and Disobeying a Stop Sign.

Assisting the state police were the Warren County Sheriff’s Department, Galesburg Hospital Ambulance Service, Central Warren Fire Department, and Berg’s Towing.
