Galesburg man arrested on drug charges including meth delivery

Methamphetamine and hypodermic syringes were seized and a Galesburg man was arrested following an incident with Galesburg Police.

According to police reports, officers observed a subject on a motor-powered pedal bicycle approach the intersection of North Cedar and West Losey and fail to signal before turning on Tuesday afternoon at 4:14.

Officers initially intended to give a warning for the infraction, but observed the bicyclist to be acting in a “suspicious manner”, noting that the subject was sweating and swaying side to side when speaking to them – often not looking at them when speaking.

The subject was identified as 43-year-old Phillip K. Kilgore of Galesburg. Reports indicate that officers noticed bulges in Kilgore’s pockets and asked to do a safety pat down for weapons, which he refused to give consent for.

After telling him to keep his hands away from his pockets, officers asked Kilgore if he was carrying methamphetamine to which he nodded and asked if he could dump it out and leave.

When asked if he was carrying less than five grams, he allegedly went for his pockets again, and officers grabbed at his wrists. He allegedly pulled away and took off running.

Officers were able to catch him and tackle him to the ground and a physical altercation began with Kilgore resisting an officer and striking him in the chest.

A taser was used on Kilgore, but reports indicate that it did not work – likely broken during the scuffle. Two bystanders assisted police in the apprehension of Kilgore.

Inside Kilgore’s coat pocket officers allegedly found the hypodermic needles. Two containers were also found with 12.67 grams of what would later test positive for methamphetamine.

Kilgore had multiple abrasions and was taken to Galesburg Cottage Hospital for evaluation, and later transported to the Knox County Jail for processing.

Reports state that Kilgore is charged with intent to deliver meth of less than 15 grams, meth possession between 5 and 15 grams, aggravated battery of a peace officer, resisting a peace officer, and possession of drug paraphernalia.

It was noted in police reports that Kilgore has had several arrests and convictions for dangerous drugs and that officers were filing to have the State’s Attorney’s office look at enhanced charges against him.
