City Council considering rule changes for brewpubs, budget, and tax levy

Galesburg City Council will discuss amending city code to allow minors in brewpubs until 10:30 p.m.

Galesburg has two brewpubs currently, Iron Spike and Knox County Brewing Company. Neither are classified as restaurants.

They have Class A licenses that allow retail sales of alcohol on and off the premises, although Iron Spike serves lunch and dinner most days and Knox County Brewing Company sells some high-end snacks.

City Code currently doesn’t allow persons under 21 to be on a business’ premise where alcohol is drawn, poured or consumed unless the business is also a restaurant where liquor sales aren’t the principal business.

This amendment would allow a minor to be in a state licensed brewpub until 10:30 p.m. or when food stops being served, whichever is earlier.

Votes will be held tonight to approve the city’s property tax levy and 2019 budget.

The budget is balanced but uses $170,000 in reserves to cover the gap between expected revenue and expenses.

The budget is projecting revenues increasing 8 percent, with City Manager Todd Thompson saying much of that is because of one-time capital projects as opposed to operational costs that will continue.

The property tax levy request will be a little over $9.3 million, which is an increase of 1.5 percent.

Based on the latest information on Equalized Assessed Value of property in the city that will mean approximately a 3-cent rise in the property tax rate.

Alderman tonight will also vote on replacing the #55 Rescue Truck. The truck is a 2002 model and is responds to approximately 4,850 calls a year. The replacement cost is $194,000.
