Monmouth Roseville anticipating tax levy staying even with last year

Monmouth Roseville isn’t anticipating much of an increase in their property tax levy for 2018.The District 238 Board discussed the levy at their meeting this past Tuesday and are expecting to approve it on Dec. 11. with a Truth in Taxation hearing preceding.

Superintendent Ed Fletcher says Monmouth Roseville does what’s called a balloon levy, or they anticipate more property tax dollars will be available that there’s likely to be in reality.

Fletcher thinks in actuality the rise in Equalized Assessed Value will go up by nearly 3.5 percent but they set a high estimate in case EAV goes higher than expected.

A low estimate would leave the district unable to claim all the tax dollars they could have, which would also affect their funding formula going forward.

“I think a true estimate of where I think we’re going to land is almost exactly where we were at least year,” Fletcher says. “I don’t see much of an increase or decrease in our levy.”

According to Illinois Report Card 44 percent of District 238 revenues were from local funding in 2017, which is almost 24 percent less than the average state district.

Monmouth Roseville will hold a Truth in Taxation hearing prior to their meeting on Dec. 11.

These hearings are mandated if a local taxing body is going to raise their levy by 5 percent or more and Fletcher explains that while District 238 isn’t planning on this drastic of a raise, they annually hold the hearing for transparency’s sake.

The public is welcome to come and weigh in on the levy at 5:45 p.m. on Dec. 11.
