Drug charges filed in Knox County against Oregon man

The second of three individuals arrested after the discovery of 42-pounds of cannabis had his bond set Friday afternoon in Knox County Circuit Court.

59-year-old Steven P. Broberg made a video appearance with Judge Raymond A. Cavanaugh, who set bond at $100,000. That bond amount is in line with that of James P. Perkins, who was in court Thursday afternoon.

Broberg faces the same charges that Perkins did, including Class X felonies of Cannabis Trafficking and Cannabis Possession with Intent to Deliver, and a Class 1 charge of Cannabis Possession. But he also is charged with Methamphetamine Possession, a Class 3 felony, and Possession of a Controlled Substance, a Class 4 charge. That substance discovered was allegedly heroin.

Assistant State’s Attorney Sabrina Stroops informed Judge Cavanaugh that Broberg was seen exiting the California Zephyr with two suitcases and a backpack. The suitcases contained the alleged cannabis that was later found.

Knox County Sheriff’s Deputies searched the backpack that Broberg was said to be carrying, which led to them allegedly finding “small amounts” of what would field test positive for meth and heroin.

Judge Cavanaugh informed Broberg that if he posted bail that he would not be permitted to leave the state without the consent of the court.

Stroops tells WGIL that the state was waiting on additional information before charging Donnie S. Smith. She told Judge Cavanaugh that Smith was allegedly the driver of the U-Haul when it was pulled over and later searched. He is to be released from Knox County Jail and should charges be filed, a warrant will be issued.

Judge Cavanaugh scheduled a hearing for November 14th to determine if Broberg was eligible for a public defender. A preliminary hearing was also scheduled for December 4th.
