$100,000 bond for two people in meth delivery case

Detention hearings were held Friday afternoon for two Galesburg residents accused of unlawful possession of methamphetamine with intent to deliver among other charges.

32-year-old Caitlan A. S. Seriguchi and 23-year-old Spencer M. J. Fletcher made video court appearances in Knox County Circuit Court. They’re both charged with the Class 2 delivery felony, as well as a Class 3 charge of possession of less than five grams of meth. Fletcher is also charged with a Class 4 obstruction of justice charge.

According to a police report, officers received a tip that there was an increase of traffic in and out of a residence in the 100-block of Arthur Avenue. Officers began surveilling the house and identified Seriguchi and Fletcher from previous encounters. Officers observed them enter a vehicle and drive away from the residence. Both Seriguchi and Fletcher had suspended licenses according to the reports.

A traffic stop was conducted in the 900-block of W. North Street. Reports indicate that due to Fletcher, the driver, having an alleged history of resisting and running from police he was instructed to exit the vehicle and get on his knees. He was arrested and the vehicle was searched.

A black backpack was found in the back seat. Inside was a red pouch containing an alleged glass drug pipe containing white and brown residue. Also found was a clear plastic bag containing a white crystallized substance that would eventually field test positive for methamphetamine, and two razor blades. Also found among the contents were two digital scales with white residue on the surface, and approximately 18 small, blue, plastic bags.

Seriguchi told police the bag belonged to Fletcher, saying she saw him exit the Arthur Avenue residence and put it in the car. Fletcher claimed the bag was not his. However, it was noted that personal items belonging to both individuals were found in the bag and officers thus charged both with possession of the meth and – because of the scales and bags – the meth delivery charges.

Both individuals were taken to the Knox County Jail. Following their arrest, officers found a blue plastic baggie containing suspected meth in the squad car that Fletcher had been put in. It appeared to have marks on it consistent with chewing. Officers talked with Fletcher at the jail, who admitted having the baggie in his sock. He told police he attempted to chew and swallow it but was unable to. He then tried to hide it in the squad car. This was the precursor to his obstruction charge.

During the detention hearing Judge Raymond A. Cavanaugh stressed the importance for both of the accused to seek treatment. While the state request a bond of $50,000 for Seriguchi, Cavanaugh instead set it for $100,000 despite pleas from the defendant. He said she needed to take some time to “dry out.”

Fletcher’s bond was set at the recommended $100,000 by Cavanaugh, who said that because of his pending drug cases and criminal history that he “was in it deep.”

Both Seriguchi and Fletcher have preliminary hearings scheduled for August 21st.
