Knox County Board clarifies procedures for budget changes, debate appointments

The Knox County Board Finance Committee earlier this month announced that revenue is running below expectations, all the more reason for them to keep an eye on department expenditures.

In November the Knox County Board passed a resolution that requires heads of county departments to come before the finance committee to get any budget line items changes approved.

Requiring department heads to make a case for the specific reason for going over a line item was designed to give the committee more control over spending.

Last night the board took action to clarify when the finance committee should be alerted.

County Clerk Scott Erickson tells WGIL hopefully these changes will help the board avoid having to move around money when it’s time to balance the budget.

“The department heads are directed that any capital or personnel costs go to the finance committee for review and approval and then a full board approval,” Erickson says. “It basically tries to clarify when they want to trigger those.”

The board last night also approved a bid to replace a bridge on County Highway 7 that came in $60,000 under what was expected.

There was also debate on the appropriate extent to which the board should vet appointments to fire and sanitation districts.

Member Bob Bondi requested resumes from the four individuals being approved last night but the board made the appointments anyway.
